This part includes the planning information and documentation, including key elements that are behind the rationale for the course. They ensure the course is learner-centred (who), address a key learning gap and business case (why), includes content that is relevant and organised in a logical way (what), considerations and limitations that might affect the planning, design and delivery of the course (what if).

Once defined, these aspects clearly inform the choices made for the How of Learning, ensuring the course remains faithful to the learners needs, provides a solution to the problem identified, includes content that relies on achievable learning outcomes, within the restrictions provided.
